
If you’re buying raw land, or thinking about splitting a lot, one question decides everything: can the soil handle a septic system? That question gets answered through a perc test. Before you schedule one, it helps to know what the test actually checks and what can trip it up.
Start With the Soil, Not the House Plans
It’s tempting to start with a floor plan and work backward. Don’t. The soil decides what’s possible long before an architect gets involved.
A perc test measures how fast water moves through the ground. That speed depends on soil texture, structure, and what’s mixed into it. Sand grains, clay particles, and rock fragments all behave differently once water hits them.
Here’s the part people get wrong: sandy soil doesn’t always pass, and clay doesn’t always fail. Maryland’s process looks at the real conditions on your specific site, not a general rule about soil type. A sandy lot with a shallow rock ledge can still fail. A clay-heavy lot with the right depth and structure can sometimes work with the right system design.
Before testing, walk the property. Look for exposed soil in ditches, driveways, or old excavation spots. Note the color and texture at different depths. This won’t replace a real evaluation, but it gives you a rough sense of what a licensed evaluator will find.
Look Below the Surface for Water and Limiting Layers

The surface of your land can look perfectly dry and still fail a perc test. What matters most often sits a few feet down.
Groundwater and seasonal high water tables are common reasons a site struggles. If water sits close to the surface for part of the year, even a well-draining soil won’t have enough room to treat wastewater properly before it reaches groundwater. Rock layers and dense, restrictive soil bands cause the same problem from a different angle. Water hits the barrier and has nowhere to go.
Maryland regulations pay close attention to this. Where soil surveys, borings, or past records point to moderate or severe limitations tied to a seasonal high or perched water table, testing has to happen when that water table is at its highest. That’s why perc testing often runs on a wet-season schedule, typically sometime between late winter and spring, depending on the county and that year’s rainfall.
If your land falls in one of these zones, timing your test matters as much as the test itself. A test run during a dry stretch in August won’t tell you the full story.
Check Whether the Site Has Enough Usable Disposal Area
A passing perc rate on one small spot doesn’t mean your lot is ready. The site also needs enough usable ground for the septic system itself, plus a second area held in reserve in case the first system ever fails.
This is where property lines and buildable areas come into play. Setbacks from wells, property boundaries, water features, and structures all eat into the space available. A lot might have plenty of acreage on paper but very little of it is actually usable once every setback is applied.
Maryland’s rules require the approving authority to look at whether the site and the proposed system design can safely handle sewage disposal, not just whether one test spot passed. Minimum lot size and disposal-area requirements factor into this too. A general figure worth knowing: standard subdivision rules call for a minimum lot area per dwelling unit, not counting buildings, easements, or rights-of-way. Your actual number will depend on your county and system type.
Before you assume a lot works, get a clear picture of where the setbacks land and how much usable ground is left once they’re drawn out. A licensed surveyor can mark those boundaries and buildable zones so testing happens in the right spot the first time.
Understand What the Perc Results Actually Tell You
The percolation rate is a single number, usually stated in minutes per inch. It tells you how long it takes water to drop one inch in a test hole after the soil has been prewetted. That’s useful, but it’s not the whole picture.
Maryland sets a range for this number. If water drains too slowly, slower than 1 inch per 30 minutes after prewetting, the soil generally can’t be approved. If it drains too fast, faster than about one inch per 2 minutes, that’s also a problem, because wastewater moves through too quickly to be treated before it reaches groundwater. Rates that fall in between still get reviewed case by case, since faster drainage close to that lower limit can raise groundwater protection concerns depending on the site.
The type of septic system you’re proposing also changes how the results get read. A conventional system, an at-grade system, and a sand mound each have different soil and depth requirements. A number that works for one system might rule out another.
A favorable perc result is a good sign. It is not the same thing as septic approval. Treat it as one piece of a larger review, not the final word.
Confirm the Results With Maryland’s Approving Authority
Once testing is done, the results go through review by the approving authority, generally your local health department, acting under authority delegated by the Maryland Department of the Environment. This is the office that signs off on whether a system can actually be installed.
If you’re buying land with an old perc test on file, don’t assume it still holds up. Site conditions change. Regulations get updated. Records can lapse after a set number of years. Call the local health department and ask for the current status of any test on record, along with the site evaluation notes that went with it.
Maryland also requires test locations and property lines to be staked out by a licensed surveyor before testing happens. That step keeps the test tied to the correct spot on your lot and keeps the paper trail accurate if you ever need to reference it during a sale or a permit application.
Before you make an offer, put in a call to the health department, confirm what’s on file, and find out what a new evaluation would involve. That one phone call can save you from a costly surprise later.
